I have done a manual uninstall on a WinDVR3 program, in an attempt to try to install it again. when I click on registery clean it brings up a lot of stuff that i think i deleted from the registery. what happrns when I click on (fix selected issues)? does it add all the things I took off, back on again???. If so then i could not do a cleac install. So far I have not been able to reinstall the program, no matter what i do.
I am at a compleat loss.

The invalid entrys are removed. Registry items are often left behind after uninstall using m$ built in uninstaller.
They are now obsolete and not needed which can slow a computer down. Obviously when ever removing entrys from the registry you should always check the entry and create a System Restore point.

Thank You for answering. I think I am understanding that when i click (Fix selected issuses) it will not put all the issuses back -Undoing all I have done to remove them manually. I will give it a try and see what happens.

CCleaner has no way to recover or in your case redo what you all ready manually deleted.
It does not monitor software and in no way can backup and restore applications that are deleted.
It just simply cleans up left over entrys. that can cause problems or slow down a computer.
