Recuva finds wiped files

I am preparing to pass my Windows 7 computer on to another user, so I used Windows Cipher to wipe out the unused areas of my systems disk. To see how I did I ran Recuva. In NTFS 149 GB it listed 95 files found, some of which are labeled "No Preview Available". It says that 15232 files are "ignored". What is meant by ignored here? And what does no preview available tell me?

No preview generally means that these files are not pictures files, so there's nothing to show. Files ignored means that you have options set that preclude some files from being shown. The options are in Options/Actions (if you are in Advanced Mode), and are probably System Files, Zero Length files and Securely Deleted Files.
