Quicken does not delete its tmp files which are in ...\local settings\temp.
Either add quicken to the list of apps to clean or a way to include that directory. It is currentely excluded for "safety reasons"
It is easy to get thousands of tmpp file there quicken and others.
Make sure you enable cleaning of temp files younger than 24 hours

that folder is not excluded by ccleaner, what do you mean it's excluded for safety reasons?
CCleaner will clean all files in that folder if you uncheck the option Winapp2.ini pointed to
If you leave that checked for "safety reasons"(???) than nothing that is created OR modified in less than or equal to 24 hours will come out of that folder
