It would be nice to have speccy be a lightweight app that can run in the background and let other apps query values from it.

Doesn't that just add a step
why not just have the programs that would query it, query WMI instead as that is what speccy does
also what do you mean lightweight, I'm pretty sure that an exe + a ini file is as lightweight as it gets (speccy in portable mode)
