It's not a bug, but I want to know if I can find the origin of an obsolete program key which often appears when I run CCleaner.
The register key is
HKCU\Software\AppDataLow

That's probably an empty registry key.
(might have been left behind by a program you no longer use)
You can safely delete it.
If you are not sure, backup before you clean.

If yes, the "a plug for CCleaner" is a phrase meaning that someone had a kind word to say, a recommendation for CCleaner in the site I linked to.
To "plug" a product it to recommend it.
I hope I've managed to make that clear.
