I'm not sure what exactly it's supposed to clean for that, but is there a way to have it clear that Open Recent menu? or maybe something in winapp2 that could be added?
I think that the Recent list is stored in the setting file, thus it's cleaning isn't possible (this was the case with previous CS and Elements cleaning)

If it helps, you can delete the "Settings" file by holding down the Alt, Ctrl, and Shift keys as PhotoShop launches.
Works with my CS4 ...
The file itself, in my case, is Adobe "Photoshop CS4 Prefs.psp" found here ...
"C:\Documents and Settings\username\Application Data\Adobe\Adobe Photoshop CS4\Adobe Photoshop CS4 Settings"
Probably the same with later versions.
