Performance optimizer reports several process as running however they are not

is this a bug ?

1) microsoft onedrive - reported as registry enabled however it is not

2) samsung magician - reported as service running

however per checking service is not enabled

3) rockstar game launcher ,same issue ,reported as running but per checking it is not

I believe the Startup Type not being set to 'Disabled' could be triggering this, since it's still possible for the service to start 'unaided' with this setting.

(Note that the Status is Enabled/Disabled, not Running/Not Running.)
