Not deleting all files in IE11 & W8.1

I am seeing the CCleaner is not deleting all the cache files for IE11 under W8.1. I am running an ultrabook with Classic Shell installed. No Metro for me.

My test procedure is...

Surf with IE

Run CcCleaner

Run iecachview.exe (freeware) - note a buch of files existing

Run Control Panel: Internet Options and delete browing history

Run iecacheview.exe - nothing all the the previously noted files are gone.

Try this

Surf with IE

Run CCLEANER

Reboot

Run iecacheview

Any difference? (iirc nirsoft is reading the index.dat which is cleared on reboot)

I did those steps and saw no difference. The files remained after reboot.

I then ran ccleaner without running IE. The files still remained (as seen by ieviewer.)

I then ran control panel Internet Option and was able to purge the files.
