No QUIT option for CCleaner - Is it CIA Spyware?

I've been a big fan of CCleaner for decades installing it on the computers of all my friends that have issues.

In the new Mac app there is no option to stop CCleaner from running in the background or an option to prevent CCleaner from starting up.

Within software design this is called a dark design pattern to collect more data from users.

But no commercial company besides intelligence agencies worldwide would be interested in the data that CCleaner provides.

Leading me to a provocative question, are there any government or intelligence agency contracts that CCleaner sells data to?
