The Recuva website is still being worked on and as far as I know. No, Recuva will not have it's own separate forum. There is a plan to do something else, but it is undecided at the moment.
I think the forum should be moved to pirform.com because coming to CCleaner for recuva support really doesnt make sense since they're 2 seperate products.
