only useful for developers who use .NET. just a little note.
Oh, I thought it did this:
DirectX improves the graphics, security, and performance of your operating system. Download and install this update for your Windows 98, Windows ME, Windows 2000, Windows Server 2003, or Windows XP-based system.
According the Filehippo.com description it includes:
security and performance updates
I installed it anyhow..
Seems to be working OK
Downloaded, installed, tested with the DirecX diagnostic tool, no problems, no difference noticed in the way anything works.

I think it means DX9 genarally.

Perhaps but Microsoft is always patching something and it's mostly due to an exploit such as "Someone can remotely take over your computer" blah blah.
It's still version 9.0c; I think they should really include a build number or something to distinguish it from earlier versions of 9.0c.

All they have from what I know is the month and year, e.g.; DirectX 9.0c (Dec 2006). Just gotta love new ways of assigning a version to something.
Although something like 9.0.12.2006c could be a way, doesn't really matter though as we all know it's the newest release.
