Recently (like this week) when I open folders containing applications the icons open slowly and one by one. I swear they used to just always be visible. May be some sort of file protection setting in NOD32 v3 or v3 of Comodo, however, I've been using both several weeks.
I don't know too much about this myself, but this may help.
EDIT: The IconCache.db file is hidden.
Does they always load slowly, even after they have once fully loaded ? I mean does they always load slowly, when you open the same folder? One thing to do is increase icon cache size: http://www.pctools.com/guides/registry/detail/57/
That icon cache tweak is handy, if your desktop icons are always re-freshing themselves.
I have set my cache to 8192.
Thank you both, sounds like you nailed it. I'll mess with it tomorrow!

Thanks CeeCee.
I set the cache to 2000 and that stopped the annoying icon refresh when I clear the Recycle Bin

That indeed works and I've used it for years. I've found I like having mine set at 20480 which may be overkill.
So I didn't actually have the value so I had to use the linked instructions for creating the value. I have XP Home but it worked fine. Thanks again!

Thanks for that CeeCee.
Like slowday, I didn't have that string value at all. Wrote one from your link.

I meant instructions on how to create a new string (I'll be 60 in three months! lol). It didn't exactly explain how to do that if the string didn't exist, only showed the new string. I new how to enter a new figure but wasn't sure how to create a whole new entry. Now I know. Anyway, I did it and indeed all of the icons in my program folders are happily opening immediately!
