CCleaner does not remove any restore points, unless you use the restore point section of ccleaner (Under tools) and even then removes any except for the latest Restore point

so it looks as though i have to keep looking for the answers
You may have accidentally disabled system restore.
Control Panel>Backup and Restore Center>Tasks>Create a restore point or change settings>System Properties>System Protection. Under Available Disks you must have your System drive ticked.
