my privet connection turns itself off when i turn off my pc. and the location on what appears to other will read different sometime when the location is turned off. when i turn it on. it will change. actually the location will come up as the state capital and i live 3 hours away from the state capital .

Those are both expected behavior. Private Connection is not currently designed to be able to start with Windows. It is intended to be used "on demand" rather than necessarily be running automatically once you open your computer.
As for your location being different, that is correct; you will typically (though not all users at all times) see this occur, as you would be connecting to a server near you to 'pass through' this private connection; for many users, there will not be a server in the same city as them (a state capital would be much more common).
