1. freq used on first
2. freq modified next
3. archive files at end

I disagree. Most frequent programs are probably more modified ones too. So my two cents are...
1a.- $MFT, Metadata and other NTFS important files.
1b.- Folders & subfolders
2.- Boot files (prefetch, layout.ini, whatever)
3.- Rarely modified files
4.- Frequently modified files
5.- Big files at the end?
