Microsoft Outlook envelope notification in task bar

:( I have Windows 7 64 bit, Microsoft Outlook 2007. I have Outlook set to show a notification envelope in the task bar when I receive mail, and Outlook also set to check every 20 minutes for mail when I am off-line. Neither of those things are happening. Any ideas?
