When you see a screen like that, it means that the ccleaner service is not started.
Quit ccleaner
Press Win+R
Type services.msc
find the ccleaner 7 service. Is it set to automatic and started? If not start it and you ccleaner wil return
what kind of fix is that? ccleaner makes you have to play games to run? are they working on a fix? never had a problem running before upgrade.

it’s not a fix, it’s a workaround until CCleaner (of which I’m not gainfully employed) realizes the bug and fixes it.
