The program left is the Speccy, since what is right E ***** t. My memory ram is 1333MHz, but Speccy shows 665MHz.

Not a bug. Your Double Data Rate 665 MHz modules transfer data at ~1330 MHz. https://en.wikipedia.org/wiki/Double_data_rate
