I have windows 10 Home and am trying to get CCleaner to clean Edge instead of skipping it.
I hjave tried going via regedit as per your instructions "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\MicrosoftEdge\Main", but after the \Microsoft sub-folder, Microsoft Edge is not listed.
The latest CCleaner version, released yesterday, now has a switch included for turning off Edge preloading:

<strong>Edge Chromium & browser cleaning improvements</strong>
</p>
<ul><li>
Added full support for Microsoft’s new Edge Chromium browser
</li>
<li>
Fixed a bug in Google Earth cache cleaning
</li>
<li>
If requested, CCleaner can now disable ‘Preloading’ in old Edge (allows complete cleaning)
</li>
</ul><p>
</p>
