The problem is that. I am running CCleaner and the C: is a SSD .
It hangs or takes a lot when passing through IE history and all things IE related. (I am not using IE as default browser, i am using another).

It's a known issue with IE due to the changes Microsoft have made to IE. The cleaning of IE being slow is known and have been posted about, here's one example.
in particular, see the first link in post #9.

I wanted to click on "like this" but it says "You have reached your quota of positive votes for the day" but i didnt click any like today.

the Like button hasn't been implemented on the forum - they probably figured we have big enough heads as it is.
(and don't thank me, I just fine tuned what @Andavari started)
