I have been using ccleaner on 2pc"s for several years.
I had to reinstall win 10 on one and now ccleaner does not work on that computer, but the other one is fine.
I want to use it to wipe my hard drive, and when I click on any of the icons on the short cut they do not open up.
Looking for a solution.

Do you mean that the desktop icon is not working? If so that sounds like a broken shortcut.
(You say "icons" plural, do you have more than one showing?)
There are a few ways to fix broken shortcuts.
I'd uninstall CCleaner, delete any CCleaner icons if there are any left on the desktop. Then reinstall CCleaner.
For simplicity use the 'Slim' installer from here: https://www.ccleaner.com/ccleaner/builds
If you have CCleaner Pro then you will probably need to re-register it in Options>About>Upgrade to Pro using your existing licence key.
My apologies, I meant icon, singular.
I uninstalled ccleaner and downloaded "slim", i went to drive wiper, selected entire drive, then there is a c heck box for C drive but it will not work. So consequently wipe does not work.

You can't wipe your c drive entirely that's where windows and probably CCleaner live.

Sorry I though you meant the desktop icon.
As Nergal says CCleaner will only wipe the free space on your system drive (usually that's drive C:).
If it let you wipe the entire drive then you would wipe out Windows, and your computer would no longer work.
