I wonder if CCleaner Hotfix Uninstallers option has something to do with c:\windows\windowsxp-kbxxxxx.exe files, and if it is safe to delete those files.

IF you have no problems with not being able to uninstall them, then you can.
on xp I tend to clean the hotfix installers after 2 weeks or so
don't forget, to use the registry section and get rid of the hotfix installers referred there

Should be safe to delete, as hotfixes are generally co-dependent on either some other hotfix, or system file. Although some may not. I have only had problems if you try to uninstall a hotfix, such as it ruining the ability to remove still other hotfixes.
If that isn't bad enough, you might remove a hot fix, then find out it actually caused something to break. My advice is, that since hotfixes are farrrr different from normal programs that you install, yes, delete them.
Uninstall is practically worthless for all but about 2 or 3 of them before they start to break (usually). And sometimes you only just discover what you broke by removing or attempting to remove it later on.
