Incorrect defragmentation

Hallo. Why displays incorrect information about fragmentation? Initially, there were 2%, now shows 20% Check again to defragment shows 17%Why not defragment to zero? I do not know what it was...

Do a system reset, run the program, showing 17%

Did a single defragment at boot - did not help!

Can I find out what prevents the defragmentation?

Can I send the logs?

Is it possible to send the logs to identify the problem?

Operating System: Windows 7 Ultimate SP1 x64, antivirus Dr.Web Security Space 9.1.1

Why not defragment to zero?

A zero level will usually last for only a short time cos all computer use creates fragmentation. It's normal.

Your screenshot shows a well-defragged drive, so ignore the percentage. Fragmentation is an issue when there are numerous scattered red blocks on a large drive. But yours are nicely grouped on a small drive — there is little head seeking.
