IE11 Monitoring Does Not Work

I use the CCleaner option for monitoring my browsers. When Chrome and Edge close, I get the prompt asking if I was to clean the history for those browsers. This does not work for Internet Explorer 11. When I close that browser, nothing pops up for cleaning. What I have found, IE11 never really shuts down completely. There are certain processes that remain running even after I close the IE11 window (all tabs). If I manually run CCleaner and run "Cleaner" for all three browsers, Cleaner will stall and give me a prompt that Internet Explorer is not closed. This is with all browsers closed before starting. Cleaner than ask if I want to force closing of Internet Explorer. I have checked Task Manager several times looking for Internet Explorer still running processes, but don't find anything showing IE11 running. Apparently there is something running, thought, and not identified as Internet Explorer, but Cleaner is detecting it.

perhaps there is some other MS software running using the same IE processes, like Windows Live Mail, or Skype, or Defender etc.

restarting the PC into Safe Mode and running CC from there will confirm that as any background processes are greatly reduced.
