ICQ was a very popular IM client back in the late 90's. Extremely popular before AOL bought them and took over.

An ICQ UIN is an ICQ (I Seek You) Unique Identification Number. This is one of the ways to add a user to your list.

I actually still remember my UIN from back in the day when ICQ was powerful but new, it's actually seven digits long.

I remember my UIN for ICQ too, havent touched ICQ in forever and not planning to so either. :P
