I need a realtime video timer

I need to measure segments of video files in tenths of a second. I need to be able to control the movement of the video with a flywheel type control, to get exact measurements from start to finish of a segment. Anyone know a program (preferably freeware) that can do this? Thanks.

Have you tried windows movie maker?

I read about that program a while ago but I never tried it. Maybe I'll download it later and give it a go. :D
