How to resize the app window

When using ccleaner v.7 the windows appear to show features or upgrade options. The problem is, they are oversized - i.e. the upper and lower side of the windows do not fit. How can I resize them to fit on the display?
The same with the app - how can I adjust the height? I can adjust the witdth by dragging the edge of the window.

Click and hold near the top of the window and you should be able to pull it down to see the top edge, which you should then be able to drag like you can with the side.

Once you have reduced the height then click-hold again to pull the window back up so the bottom is back on the screen.

The issue is, the window I want to resize is oversized in that way, I can not see or reach the top and the bottom. See the screen:

and even in the mail ccleaner window if I drag it down to see the top of the window, I can not resize it down by dragging down the upper edge. It has no effect.
