Is there any way I can prevent "Health Check" from cleaning my Recycle Bin? I would like to be able to do this myself as required.
Nope, healthcheck is for non-techy people and is immutable. to use a custom cleaning scheme (such as not cleaning the recycle bin) you must use custom clean (classic ccleaner). You can change the default from healthcheck to custom clean in settings.
