Windows XP File Explorer indicates 12 GB (21%) Free Space.
Analyze button indicates 12 GB (21%) Free Space.
Defrag button pops up error box indicating that drive does NOT have 10% free space.
Drive map tab does NOT show any white boxes (Empty color).
Cannot select DEFRAG files in File list tab over 100 MB.

what is your Defraggler version?
have you excluded the restore point files and the hibernation file?
try emptying the recycle bin first.
try running in safe mode.

Catch-22 - this suggestion was in the hope that after a Safe Mode running, then CC may well work in normal mode.
You have XP and Analyse telling you 21% is free but no white boxes and the pop-up error message saying there is no free space.
Obviously something is wrong somewhere. And since the most obvious possibilities have been tried, let's try a few not-so-obvious things.
The potential beauty of Safe Mode is nothing else will be running; security software, updates, background tasks etc etc.
mta is right in thinking that something else must be going on.
You haven't set any files as hidden? You haven't stored any image backups on your drive/ (yes I know, but I'm just asking )
What anti-virus do you use?

Tried in Safe Mode. Nothing changed. Cannot even DEFRAG selected files. (aborts)
IOBIT Smart Defrag 2 indicates that files are NOT fragged.

A screen shot of the MAP after Analyze might give a better understanding than the written
"Drive map tab does NOT show any white boxes (Empty color)."
A list of at least some of the significant fragmented files and their paths might give clues to the ownership of those files and why Windows resists attempts to defrag them.
