Event ID 489 WebCacheV01.dat and application hang.

Event ID 489, cannot acces that file, causing error -1032 (0xfffffbf8)

C:\Users\MyName\AppData\Local\Microsoft\Windows\WebCache\WebCacheV01.dat

Also last few versions CCleaner sometimes hang at startup causing error 1002 Application hang.

CCleaner 5.31 Win 7 64bit

Not too many ideas at the moment because I have no idea about your system (av used, any other problems you have etc.)

Start with a read here then post back with more info. (I know it's win 8 in link but it's just to get the ball rolling)

I have no other errors, no other problems. AV is Avast Free 17.4.2294 but this cannot affect this.
