When I Press the "Fix selected issues..." button, a message box pops up with a white "X" in a red circle with the text "7 - Out of" with an "OK" button.
clicking on the button only closes the message box.

After removing all of the issues possible, does the problem keep coming back? Can you tell where it is? What registry keys, etc?
Therein lies the problem. None of the issues get deleted.
