CCleaner uses Microsoft’s Driver ranks to determine which drivers to offer for update.
This is determined by different criteria, including date, driver manufacturer, and other factors.
So it may be that an older driver is offered if they have a better rank than a newer driver.

but if Windows 11 have originally newest driver how this is possible that CC suggest installing something older, ie. case of Virtual Microsoft DVD-ROM from second screen. This makes no sense @Laurence_CCleaner
Maybe I could agree in terms of Intel Arc drivers, because they become from their app update.
