I’ve got a new phone gone to the app to retrieve licence info but when I put my play store email in it says no login with that details
That sounds as if your new phone has not been set up using your existing Google account.
If you have purchased CCleaner through the Play Store then that purchase is linked to your existing Google account that you are logged into the store with at the time.
It’s often the case that a new phone gets set up with a new Google account rather than registering your existing Google account during the setup.
Check on your new phone if you are logged into a new account rather that your older one.
If so then you can add your older account to the phone and then log into that.
At which point anything such as CCleaner that you purchased using that account will become active again.
You might then want to remove the newer, (unwanted?) google account?
Or you might want to keep both, but change which one the phone logs into automatically:
