Does not empty recycle bin

I am running v5.38.6357 Pro

I notice that it does not empty the recycle bin even though under "system" the "Empty Recycle Bin" option is checked. I am running Windows 7 Pro 64 bit.

I have tried unchecking the option, exiting the app, restarting the app and checking the box. No help. Any ideas?
