It's saves the DNS and IP-address in a cache.
So it's not needed to be resolved again and will speed it up.
For example. Write "ipconfig /displaydns" in the command prompt in Windows XP.

i would like to know if i should let ccleaner clean the DNS cache?...or just leeave this cache alone
If you're using a big HOSTS file like the one from MVPS.org you won't even need to flush the cache because the service responsible gets turned off during install.
