CCleaner should do this. The DOS command is "ipconfig /flushdns" as explained
here.
Although the ipconfig command is provided for earlier versions of Windows, the /flushdns option is only available for use on computers running Windows 2000, Windows XP, or Windows Server 2003 operating systems.

I don't see why CCleaner should do this being it's already built into Windows and can easily be done via shortcuts, batch files, start->run. If you want a fully configurable GUI to do it (which you'll have to build the commands into) check out CDStarter.
It is just a cache, and entries gets removed and replaced there with time anyways. So I wouldn't consider it a very useful addition.
However, maybe it would be a nice privacy feature to be able to wipe that.
The more trails and tracks of previous activities that can be removed, the better!
I support this idea.
Anything can be run by batch file, that is irrelevant. This is just one more item to put in the CCleaner list. Some people will want it, some won't, for all kinds of reasons, that's what checkboxes are for.
