I remember from past one tool dedicated just to cookies management, I forgot the name.

It had 3 cookies lists

One for cookies to Delete

One for cookies to Decide

One for cookies to Keep

This solution had advantage to CCleaner one, that one had to evaluate the cookie just once.

Currect CCleaner solution presents new cookies to evaluate

together with cookies frequently decided to delete.

This is rather annoying and not effective.

For me, CCleaner is rather maintenance then privacy saving utility.

But I can understand one does not want to keep track what is to be deleted, so the feature can be optional,

OTOH, there is much better approach to safe privacy: anonymous browsing modes, not remembering anything.
