Confused about INDEX DAT files

So from everything I've read concerning "eliminating" my browsing history completely from my computer, I've come to understand that simply clearing cache or my browsing history won't do the trick. If I understand the process completely, my computer still contains INDEX DAT files which are a record of every website I've visited, etc. This being the case, why didn't CCleaner show tons of these files the first time I ran it? Or am I misunderstanding something?

Thanks!

index.dat file is used by internet explorer. (not FF, chrome etc) it's not just web history but also web URLs, search queries & recently opened files.

This file can not be erased in real time since it is resident in the systems memory.

ccleaner will erase this at system start up
