See Option 2 on this page then you can try System restore or Safe Mode.

Thanks for the link, but nope, and I have a SSD disk and uefi boot.

Is it a laptop or a desktop?
Are you able to access bios?
Can you download a Win 10 installation media on another PC and use that to boot PC and run system restore or safe mode from it?
Desktop. Access bios is no problem. I have a copy somewhere :-) I guess I have go that way. Thank you for your help!

one of the issues in making Windows 10 boot into Safe Mode is all of them rely on you being able to get into Windows 10 in the first place.
or they assume you have some sort of rescue/recovery disc lying around.
in those times when the above aren't available, my solution is to start the PC as normal, and during the startup process, or at the time it hangs (in your case), you hold down the power button for 5 seconds and force a shutdown.
if you repeat this 2 or 3 times, during one of the start attempts, Windows 10 says, "hang on, this ain't working" and automatically starts Windows 10 in recovery mode where you can then go into Advanced options and either recover from a Restore Point or force it to start in Safe Mode, or do a Refresh or Reload of the OS, plus a lot more.

Not by default but it can be enabled

which assumes the user has pre-enabled the F8 feature when the PC is usable.
most people don't realise F8 is no longer available until they need it, only to discover it doesn't work and they can't get into Windows to enable it.
nicely little catch-22 from Microsoft.
luckily the option isn't needed too often, but when it is, it's sorely missed.
I can't figure why such a quick access to a debugging feature was made so hard to get into.
