yes, it should be*, except a specific file or wildcardset of files should be called so that the rest of local storage is cleaned. The best bet is to right click the chrome section and choose analyze, then inspect the detail pane for your specific ABP files right click the file and choose add to exclude, again so the rest of local storage is still cleaned.
*I Don't have my winnapp1.ini file (the internal list of cleaning locations built into ccleaner) but running export (there's a sticky on doing that) should allow you access to see where ccleaner cleans for local storage. I say should because browsers often fall under the special key sections which are more obfuscated.
