The index.dat files are deleted at reboot and a new clean version is automatically recreated by Windows. What you are seeing is perfectly normal and nothing to worry about

What would happen if you delete index.dat, don't perform the reboot and then start using your browser again? Would one start with a new index.dat or would one merge the browsing history to the old index.dat?
You would continue unperturbed with the original index.dat file. I, and no doubt countless others, do this all the time. I have found that some of the contents of index.dat are removed when CC is run, presumably related to the deletion of temp int files. I guess that the index.dat file would still be deleted on reboot, but to be honest I've never bothered to check.
