Do you mean that CCleaner is installed but won't run, or that it won't install in the first place?
I loaded CCleaner several months ago and it worked fine for about 2 months. Then one day the icon became a blank page on my desktop and the program would not run leaving only the message below. A few days later, it fixed itself and worked fine for about a month and here I am again. With the same message that says:
"Windows can not access the specified device, path or file. You may not have appropriate permissions to access the items."
It just happened again and I have no idea why this keeps happening. Running windows 10 on a Lenovo Thinkpad. I have not caged anything that I am aware of on the laptop so I am at a standstill.

The fact that it stopped running and then came back on it's own a few days later could be a big clue.
That sounds that something was blocking it for a few days, the most likely culprit being an antivirus programme.
There was an issue for a few days last week when CCleaner was updated to v5.66 and some AV's were slow to recognise it as genuine.
It's something that ocassionally happens that AVs are slow to recognise updates, but they seemed to be particularly slow to remove their blocks this time, maybe because of C-19 and working from home?
Which AV are you using?
I would try making sure that your AV and it's definitions are up to date.
It's odd because it says it can't find the file, but it's right where it's suppose to be in the correct directory. I tried to run the application from the directory as admin, no dice, same message as before.
Again it could well be your antivirus that is temporarily preventing Windows from accessing/running CCleaner, which AV are you using?
