Those are upd to date, (ish).
I have Win 10 build 19042.685, but I did manually update last week to do a removal of the built in Flash. (KB4577586).
It's not an Automatic Update yet, probably next Tuesday.
Your Malwarebytes is the latest version at 4.3.0.98, although Update package is now 1.0.35465, Component package 1.0.1130.
If you are running Malwarebytes real-time it should update those itself.

I've not known Malwarebytes to affect CCleaner, but sometimes one of the real-time modues can do odd things and block other apps from working properly, even when excluded.
However if you are still having problems with CCleaner with MB4 turned off then it seems to be ruled out anyway.
Which would then seem to point to Windows itself.
I'd do a restart (not shutdown/reboot) just to make sure there is nothing pending from Windows.
Then I'd run Windows built in Disk Clean-Up, selecting 'Clean up System Files'. - It can take a couple of hours to complete if you've not done one for a while.
That has been known in the past to 'fix' whatever was causing CCleaner to hang/crash, (I've not seen that for a while though).
I'd also check the Windows security App and Browser Control settings, particularly: Reputation-based Protection>Potentially unwanted app blocking.
Microsoft have a habit of suddenly deciding that CCleaner is potentially unwanted.
It gets sorted out, but then someone at Microsoft does it again.
(It's based on what CCeaner would do a number of years ago and not what it does now; bugs the hell out of Piriform staff who have to point out again to Microsoft that they have already cleared this up with Microsoft).
Just to make sure; it's only CCleaner that is giving you a problem, you aren't seeing any other odd behaviour?
