in the off chance your Recycle Bin may have become corrupted, try this and see if you have any luck afterwards.
This positively works. On Win7 Pro, the way to get to an elevated Command Prompt seems to be:
- Search Start | "cmd" (but DO NOT hit ENTER)
- Hit SHFT-CTRL-ENTER
- Enter RD /S /Q C:\$Recycle.bin for each drive on your system, changing C:\ to each drive letter you have.
Running CCleaner then emptyied the Recycle Bin AND then it could be seen in Windows Explorer for each drive with the current time/date.

If you follow the provided link in my post that takes you to @hazelnuts link, that is exactly the suggested advice for fixing a corrupted Recycle Bin.
I had a similar issue (Win 8.1 64-bit) as this post. The link provided by mta removed the corrupted recycle bin, which was the issue with CCleaner.

Tried the above...still not emptying the recycle bin. Any other suggestions?

What happens if you don't use Ccleaner to empty the bin and just do it manually?
Are you Administrator on the machine?
Did you have any problems running the recycle bin fix?
