CCleaner remove custom file question

Hi all, I've got a bit of a problem I'm hoping someone can help me with.

A while ago, I downloaded I file which I now can't delete. I've tried deleting it through various ways, but windows allways says that "the file is currently being used and can't be deleted" (I run Windows XP SP2 btw). Now, in CCleaner, if you go to "options" then "custom" it says that you can delete custom files or folders. So I add the file I can't delete and press remove, then ok. Then I go look in the folder where the file was, and it's still there.. Have I missed something, or how come this isn't working?

Really appreciate any help from you guys. Thanks

AFAIK CCleaner wont remove files in use by the system.
