One of the main cookies which remain is assets.msn.com
I have to manually delete it after scanning and then analyzing.
Just an update. I realized what's going on.
I unticked IE for cleaning to speed up the process. I went ahead and enabled the settings for IE cleaning (there's no IE in Windows 11) and now it's cleaning fine.
But if I run analyze again, this nasty file keeps on being shown and like a Zombie, you can kill it but it keeps coming back: ---

i've noticed that IE cookie, too.
That file is created by the operating system after ccleaner deletes it. The new file is empty of suggested sites , when, previous to clean, it may have contained suggested sites
