Maybe it needs to be downloaded three times and installed for all users
Log in as the Administrator.
Right click Start > Explore All Users.
Create a CCleaner folder and put the CCleaner shortcuts there.

Now If I understand you correctly .
I go to the Admin User that has CCleaner installed,and I send a shortcut to my desktop,
then I right click the Start key(explore all users) and Drag/copy or Drag/move
that new shortcut(2) to the other Users desktop.
Or as you say place in a folder

To make things quick and easy just do this:
1. Start a command prompt (start, run, cmd.exe)
2. Paste into the command prompt window the following parameters:
move "%userprofile%\desktop\ccleaner.lnk" "%allusersprofile%\desktop"
3. Done!
