I don't think CCleaner cleans out user temporary files.
I would not delete any file unless I knew exactly what it is and is safe to delete.
You may want to RENAME the folders in the TEMP file and see what happens.
I would not DELETE the Directory.
You will probably get more input from other users tomorrow.

CCleaner doesn't take these files out. I even Restarted to see if they would be taken out in a delayed action.

In order for others to give you a a more informed decision,please provide a little more info.
What OS, version,etc.? what browser, background programs etc.?
The computer I am using had over 3 years of use with no cleaning either.
How big is this file? You might want to rename it and set up another TEMP file but
I hope we can get some more experienced advice.
I have to admit that I deleted a lot of stuff manually until I found out about CCleaner.
It may have a feasabilty edit as regards file size and it decides not to delete it without you being involved.

I'm not sure what you mean by "background programs." Here are the main processes that show up in the Windows Task Manager:
HFNetChkProService -- a patch manager
ZoneAlarm
Nod32 antivirus
a bank id number generator
Google Toolbar Notifier
Then there are lots of services and so. I have killed most of the startup programs that applications like Acrobat, iTunes, etc. put in one's Startup folder.
Have you checked if the "Only delete temp files older than 48 hours" box is ticked in CCleaners options? If so try unticking it then running the cleaner.

Also some Browsers have options that prevent CCleaner from operating as you would expect.
JWirt: I have popups blocked, 3rd party cookies are prompted. I use a 127.0.0.1 loopback hosts file.
By the way,how BIG is that TEMP file ?

Then that may well be the reason. It will not be a problem to run it this once, it's only really a problem if you do it just after installing a program (and temp files are created that are needed at restart). Obviously there will still be temp files there if that box is ticked, that's the reason it's there, so try it and see if that is the reason.
By the way, this was suggested by Davey in the thread he linked to in the second post here

You might want to turn off your security programs while your at it.
While you are at it,is there anything in the recycle bin?
If no,create a NEW FOLDER on your Desktop.Delete it.Then, with the Recycle Bin CLOSED, right click the Recycle Bin desktop icon, select: Empty Recycle Bin, and when the Confirm File Delete dialog box comes up, click the OK button. Then reboot your system. After doing the above, any deleted files should now list correctly in the Recycle Bin.
If yes, with the Recycle Bin CLOSED, right click the Recycle Bin desktop icon, select: Empty Recycle Bin, and when the Confirm File Delete dialog box comes up, click the OK button. Then reboot your system. After doing the above, any deleted files should now list correctly in the Recycle Bin.
Run CCleaner.

Why???
I know it sounds strange.But in my recent readings I have come across problems occuring when some software gets involved with running out of the Recycle bin menu.
All I can say is do some Searching and you will come across them.
And like my western Virginia grandmother said to me when I was suffering with a bad stomach ache.

I unchecked the 48 hour criterion, ran CCleaner, and rebooted. All the files in the use Temp directory disappeared!
I don't understand why unchecking the criterion makes a difference. 98 precent of the files in the directory were over 48 hours old.

My experiance is that you have to run CCleaner from the account that you want to clean, "Administrator".
CCleaner sometimes wont clean out infected files or maybe it's damaged files (by an infection?). These sometimes have to be cleaned out manually.
It is ok to delete anything in temp & temp int folders that you dont want. Its ok to delete the folders themselves as Windows will recreate them if/when needed. You cant delete what Windows is using so it may help to go to Administrator to finish.
