This is such an odd issue, but I've been able to confirm that the latest Ccleaner version for Windows does this. I'm using Windows 7 64 bit.
I installed the latest Ccleaner version, uncheck monitoring, etc.. to set it up how I like & run it through the "run ccleaner" recycle bin option. After I do that, I'll open Chrome, do a search, and then when I click on the "Tools" button on the google search page to select a time, nothing happens. This is the same for anything on a search results page that is not a link.
When I uninstall Ccleaner, it works again. I've tried it 3 times now & keep getting the same result.
Anybody have any idea what this could be or how this could be possible?
