Are there any recovery programs or any way possible for me to recover rundll32.exe? w/o it I cant access the control panel, which is a bummer. Maybe a way around it to access the panel anyway? Any help at all appreciated.

Are you sure it was CCleaner? Do you have a log of it saying it deleted rundll32.exe? The reason I ask is... I don't even think CCleaner can delete that file.
CCleaner doesn't even clean anything in system folders and plus Windows will recreate rundll32.exe if it is deleted.
It could be a virus or something happened to crash Windows. Cleaner is programmed to protect from deleting system files and folders.
Possibly that file was as TwistedMetal already stated infected because it's one of those files that malware can mess with and any run-of-the-mill antivirus software will deal with it. It's highly unlikely dare I say impossible that CCleaner would touch that file. You can easily extract missing files from the Windows installation CD if you have one, or search online for instance with Google, MSN Search, etc., for the missing file.
yeah i had some problem with rundll32 or something similar.wasnt due to CCleaner for myself,and tis prob a safe bet that CCleaner didnt cause ur problem.i googled for rundll32 myself like andavari suggests,and everything was fine
